Article 4 of the EU AI Act requires organisations that provide or use AI systems to ensure a sufficient level of AI literacy among the staff and others operating those systems on their behalf. This obligation has applied since 2 February 2025.
"Sufficient" is not a fixed syllabus. It depends on the technical knowledge, experience and context of the people involved, and on the AI systems being used. In practice that means training scaled to roles — from the board setting direction, to managers running oversight, to the people using AI day to day — rather than one course for everyone.
This is a governance obligation, supervised like the rest of the Act. The point isn't a certificate on a shelf; it's that your organisation can show its people understand the AI they use and the rules around it.
A generic "AI Act 101" tells everyone the same thing and proves little about your organisation. Article 4 asks for literacy that fits the actual roles and the actual systems in use — which a fixed course can't deliver.
